Job Summary:
The Chief Financial Officer provides leadership, accountability, and operational program support to Muskeg Lake Cree Nation. This position is responsible for all financial and fiscal management aspects of Muskeg Lake Cree Nation operations, supervises the finance personnel and is the primary financial spokesperson for the organization. The Chief Financial Officer reports directly to Muskeg Lake Cree Nation Chief and Council.
Skills & Qualifications
Accounting
- Maintain the day-to-day control of financial activities for Muskeg Lake Cree Nation
- Responsible for all accounting, financial reporting, analysis, capital management, budgeting, and project analysis
- Responsible for preparing monthly, quarterly, annual unaudited financial statements
- Oversees accounts payable and accounts receivable, and payroll technicians
- Develop a business continuity plan
- Approve and coordinate changes and improvements in automated and financial and management information systems
- Oversee the processing of revenue, expenditure, and position the control documents, department budgets, general ledger account maintenance and date entry
- Monitor all banking activities
- Initiate invoicing of funding organizations
- Oversee all payroll processes
- Oversee the performance of General Ledger account analysis and provide monthly reports to Muskeg Lake Cree Nation Chief and Council
Finance and Financial Planning
- Develop and administer budgets and provide advice and assistance to managers in budget preparation (e.g., creates the operational budget for the fiscal period
- Develop financial forecasts and plans
- Manage cash flow and working capital
- Analyze instruments to evaluate financial risk/return (e.g., investment and borrowing instruments)
- Provide advice on various aspects of financing to meet the needs of Muskeg Lake Cree Nation and community
- Provide advice on the capital structure of Muskeg Lake Cree Nation (e.g., recommend an arrangement for dividing up partnership profits and for the financial leverage; determines the appropriate debt-to-equity ratio)
- Determine financial implications of implementing operational strategies
- Evaluate and develop business cases and/or financial proposals (e.g., funding proposals, develops a business case)
- Identify financial risks and challenges
- Identify financial benchmarks (e.g., working, capital ratios, surplus management)
- Employee general business practices to support Muskeg Lake Cree Nation economic development initiatives (e.g., develop and prepare business plans and funding proposals, evaluate risks to identify potential investments, develop a business continuity plan)
Financial and External Reporting
- Oversee the management and coordination of all financial/fiscal reporting activities including revenue/expense and balance sheet reports; reports to funding agencies; and development and monitoring of contract and program budgets
- Develop and utilize forward -looking predictive models and activity based financial analyses to provide insight into Muskeg Lake Cree Nation’s operations and business plans formulate-year budgeting and long-term planning
- Coordinate the preparation of special analysis, and information report to assist with decision making process
- Provide overall financial oversight and monitoring of accounting practices
- Attend Muskeg Lake Cree Nation Chief and Council meetings
- Be the lead for year-end audit process
- Prepare annual global budgets based on department/program objectives work plans, and anticipated operation expenses
- Represent Muskeg Lake Cree Nation to financial partners, including financial institutions, investors, auditors, government, and other public officials, etc.
- Prepare for and facilitate ad-hoc audits/or compliance examinations by governments and/or funding agencies
- Oversee and manage reporting requirements of government and other funders
Contract and Procurement Management
- Manage and oversee the contracting and procurement management functions
- Develop, be responsible for and manage financial-legal related activities such as letters of engagement, contracts, and other legal documents and agreements
- Negotiate and manage of all external and internal procurement and contracting arrangements
- Ensure that all procurement and contracting activities are carried out in accordance with legislation, policies, procedures, principles, and best practices
- Build and strengthen the existing contracting approaches and structural arrangements for contracting
Regularly monitor and review all contracts to ensure the procurement of services are effective, met requirements and deliver outcomes
Governance and Compliance
- Provide support to planning initiatives through financial and management information analysis, reports, and recommendations
- Interface and establish effective working relationships with federal and provincial governments and other funding agencies
- Implement and oversight of internal financial /fiscal controls
- Ensure compliance with overall financial laws, policies, regulations, and procedures of Muskeg Lake Cree Nation
- Ongoing development of effective financial/fiscal controls and policies to meet the growing needs of Muskeg Lake Cree Nation
- Oversee risk management to ensure financial practices are conducted in a manner to minimize risk to Muskeg Lake Cree Nation
- Ensure legal and regulatory compliance regarding all financial functions
- Establish and maintain internal controls to ensure compliance with financial and human resources legislation, policies, and procedures
Organizational Development
- Provide strategic leadership and support on best financial practices and implementation of financial reporting systems
- Provide leadership on improvements to financial/fiscal related governance practices and procedures through the identification, development and amendment to Muskeg Lake Cree Nation, policies, and procedures
Supervisory
- Oversee and manage the financial department staff
- Manage contracts and oversee contract compliance
- Complete written performance evaluations for staff
- Be committed to personal and professional development of staff
- Perform other related duties as required
Education, Experience and Competencies
- Undergraduate degree in business or administration
- An accounting designation (CMA, CPA, CGA, CAFM)
- Provide support to planning initiatives through financial and management information analysis, reports, and recommendations

- Implement and oversight of internal financial /fiscal controls
- Ensure compliance with overall financial laws, policies, regulations, and procedures of Muskeg Lake Cree Nation

- Establish and maintain internal controls to ensure compliance with financial and human resources legislation, policies, and procedures
- Seven (7) years of experience in a finance position at the middle to senior management level
- Five (5) years of experience working in First Nations governance
- Experience in strategic planning and its execution
- Experience and knowledge in contracting, negotiations and change management
- Experience in organizational development or transition management
- Comprehensive knowledge of and demonstrated experience with IFRS (formerly GAAP)
- Experience in leading teams including motivating and guiding others towards goal accomplishments
- Exceptional time management skills and superior analytical skills
- Excellent computer skills and able to demonstrate proficiency in accounting software including SAGE, Microsoft business site, and other accounting software
- Extensive knowledge with Microsoft office including power point, word, and MS project
- Extensive knowledge in excel, including the ability to create, manage and populate multiple spreadsheets for grants, budgeting, projections, and debt management
