Muskeg Lake Cree Nation RFP Open: Ratification Officer for Election Code and Citizenship Code Vote

Muskeg Lake Cree Nation is inviting proposals from qualified professional firms for the role of Ratification Officer to support the upcoming ratification vote for the Nation’s Election Code and pitīhkwākēwīyiniwak Citizenship Code.

This work is an important part of Muskeg Lake Cree Nation exercising our inherent right to self-determination and governance. The ratification process will support members in making decisions on governance, elections, kinship, belonging, and citizenship according to our own laws, customs, and traditions.

The successful respondent will assist MLCN in carrying out a fair, transparent, and efficient ratification vote. The vote will include in-person polling stations at Muskeg Lake Cree Nation and an online voting portal.

The Ratification Officer will be responsible for key duties related to the vote, including:

  • Establishing and posting the list of eligible voters
  • Posting public notices about the vote
  • Making arrangements for electronic voting
  • Supervising voting stations and voting procedures
  • Examining and tabulating ballots
  • Certifying the voting results
  • Ensuring ballots are securely stored following the vote
  • Professional firms with experience conducting First Nation votes are encouraged to submit a proposal.

Responses must be complete and submitted electronically before the deadline. Late submissions or submissions sent to another email address will not be accepted.

At minimum, proposals should include:

  • An executive summary
  • A detailed proposal, timeline, scope of work, and financial proposal
  • Proposed staff team, resources, qualifications, and relevant experience

MLCN will evaluate proposals based on experience, qualifications, ability to meet the requirements of the vote, experience working with First Nations, proposed timelines and resources, cost competitiveness, and overall value. At least 50% of the evaluation criteria will be based on billing rates and costs.
